I think we can keep records of people using petrol by providing a rationed quantity. Then if less than the quantity is used, bonus litres may be awarded for every 5 litres less used and every bonus litre will award us vouchers. And if petrol used exceeds the limit, demerit litres will be given which will deduct our bonus litres
